February 19, 2026 Meeting

 

Good News, Recognitions & Announcements

  • Elsa Muellersman $10,000 National Student Council Scholarship
  • Darreon Box is the February Rotary Student of the Month
  • Luke Wacker was the Elks Lodge 1721 January Student of the Month
  • Festus Middle School and High School student council members participated in the Polar Plunge for Special Olympics raising nearly $10,000 combined
  • Festus Middle School production of "Disney Descendants: The Musical"
  • February Kindness Month kindness pins at the Intermediate school
  • Teddy Bear drive at the Intermediate and Elementary Schools
  • Madison Rose won first place in the Twin City Area Optimist Club's Visual Art competition

Communication and/or Reports

Superintendent's Report

  • The District has 3 tables at Saturday's Cultural Diversity Luncheon. 30 people from the district, mostly students, will be attending.
  • Kindergarten registration begins next Thursday, February 26
  • The high school will hold its "High School and Beyond" event on March 10.
  • District leadership will continue working on the Continuous Improvement Plan with a goal of providing the Board of Education a draft document this spring, with the approval of a final draft in June.
  • February is Career and Technical Education Month. The district received a number of thank you cards from students who attend the Area Technical School at Jefferson College. Festus R6 pays tuition for our students to attend the ATS program.

Maintenance/Custodial Report

The report included an overview of our Maintenance and Custodial Department. The Department has had a total of 626 work orders since July 1, 2026, with the highest work order request being in the month of August. The report also highlighted Mrs. Debbie Oberkirsch as the 1st annual Classified Employee of the Year and the promotion of Mr. Bill Stuppy as Evening Custodial Supervisor.

Technology Report and Annual E-Rate Approval

  • The technology report was presented. the technology department staff has cleared more than 1500 technology tickets since July 1, 2025.
  • The District's deployment of a email tool to capture potential phishing emails has proven valuable. It has flagged numerous emails in recent weeks that were dangerous phishing emails.
E-RATE Approval
Items approved are reimbursable at 50% through the E-rate program. Our percentage is based on the Free/Reduced Student Lunch count in the District.

  • Approved Network switch from PDS. It was the only bid to meet all specifications. Cost: $6714.22
  • Approved new wireless for the Intermediate School from PDS. They will replace ALL access points in the school, not just the new wing. Cost: $25,716

February 13 PD Day

Last Friday's Professional Development Day was very successful. Dr. Ruess complimented Dr. Funston and the PD Committee on a well-run event. The surveys were largely positive. Staff enjoy getting the opportunity to choose three sessions in the afternoon. The only "complaint" is that it was hard to choose which three to attend.
 

Prior & New Business

Rescheduled the March Board of Education Meeting

The Board approved moving the date of the March School Board meeting to March 26th, 2026. Dr. Ruess will be attending a conference where important updates on pending legislation will be discussed on March 19th (the previously scheduled board meeting date). It is very important that she be present for that information. The board agreed and said they would also like to hear what she learns.

Approved Health Insurance Rates for 2026-2027

Health insurance rates will increase 7.4% for 2026-27. The industry standard is approximately 12%-15%. This will cost the District approximately $250,000.

Facilities Report

New Gym & Indoor Fieldhouse
Roy Mangan from ArchImages presented board members with detailed drawings of the new gym and indoor fieldhouse to give them a better understanding of the size and scope of the work. Aside from the construction of the buildings, it requires a large re-routing of utilities that run under the current practice field behind the high school.

High School, Middle School and Intermediate School gym floors
The Middle School and Intermediate Schools will have extensive work done to the gymnasium floors this summer. The intermediate school will be getting an entirely new surface. The floor hasn't been replaced in 23 years. The Board approved the bid from Missouri Flooring Company for $155,300

The Middle School gym floor will be sanded down to the wood and repainted. It hasn't been done in at least 15 years. This will be similar to the resurfacing that was done to the high school gym floor last summer.

The High School floor will receive its annual maintenance and will be closed during the week of August 3rd, 2026.

With work being done on 3 of our district gyms during the summer months, Mr. Therrell is coordinating the schedule to ensure that at least two gyms among the high school, middle school, intermediate school and elementary school will remain open for district use during the summer. However, all outside facility gym use will be postponed through the summer months.
